The 5.9L Cummins does not have glow plugs, however it does have a cold start device on the injection pump. This is operated by a solenoid on the advance device of the injection pump. If this solenoid malfunctions the result could be hard starting. The actual fuel shut-off solenoid can also be the cause of hard starting. If the plunger begins sticking it can prevent starting and also cause the vehicle to be slow or die. A common cause of the solenoid sticking is metal shavings from internal pump damage. Especially if the fuel delivery of the pump has been turned above specs, internal pump parts can break and cause numerous problems.
