If the engine fails to decelerate for proper shifting it is probably caused by wear on the pump throttle shaft and/or throttle shaft bore. The deceleration is controlled by throttle leakage. This is part of the pump's calibration and will require readjustment on a test bench once the throttle shaft is replaced.
